Four years ago Cross Creek Nursery purchased a grow facility in West Hanover (‘Hanover Farms’). The Cross Creek Nursery owners do not live on the property, nor do they live in Hanover County. Cross Creek Nursery has executed an agreement to install a 200ft cell tower without notifying their Spring Road Neighbors. The financial impact and health risks will not be experienced by the owners of this tower. Cross Creek Nursery will benefit at the detriment of the Spring Road Community.

Research shows that over 90% of home buyers would pay less for a property near a cell tower. Homes near a cell tower lose 2.75-10% of their value. The close proximity and high visibility results in greater property devaluation.

Abuse of Private Easement
Cross Creek Nursery accesses their property through a private easement utilizing the land of three of the Spring Road Neighbors. None of these neighbors were consulted prior to the agreement execution and have since expressed opposition to the tower installation. This use was not the intent when the easement was established. Cross Creek Nursery is profiting from the improper use of their neighbor’s land.
Location & High Visibility of Tower
The selected location on the 175 acer property is at the point closest to other homes as this is near the access road and will be the cheapest installation location (map not shown to protect privacy). The proposed location is also at low elevation, just feet outside of the 100-year floodplain. As a result, the height of the Cross Creek Nursery Cell Tower is 200ft. The tree line in the neighborhood is roughly 60ft. The tower will be 3.3 times the tree line and is expected to be visible over a 1-mile radius.
Significant Health Concerns
Many studies have found a link between living near cell towers and adverse heath issues. For example, one study found that people living within 400 meters of a cell tower were three times more likely to be diagnosed with cancer than those living further away. 14 States in the US have 5G cell towers policies to 1) halt installation to further assess health impacts and 2) mandate proximity to homes and schools. Virginia is not one of those states.

The families raising children in close proximity to this cell tower have a very tough decision to make about their future. Stay, and possibly cause irreparable damage to their children OR move, and take a 10% loss on their home equity.
Municipal Locations Available
The FCC preference for cell tower locations is municipal land in order to funnel the income back into the community. There are multiple municipal locations with in the 10 mile range of service available for this cell tower. All of the locations are at higher elevations and require a lower tower height.
The financial impact and health risks will not be experienced by the owners of this tower. Cross Creek Nursery will benefit at the detriment of the Spring Road Community.
